It's like when people are worried about children in X country, but there are homeless on the street. You have to worry about where you are too, not just places that are far removed from you.
Also, in people in general..
Say someone is trapped working a job they hate because they need the money. They go to work irritated everyday and don't put effort into their work. You may be 'planted' at your job meaning you can't leave it..but that doesn't mean you can't do it in a happy mood or do it well. You can't blame your unhappiness on the fact that you can't change a certain aspect of your life, like where you live etc.
That would be wilting where you are planted. Everyone is planted somewhere, in a sense.

Not every quote or proverb was intended to serve everybody everywhere in every situation. This saying was intended as a response to someone who uses the excuse of being where they are as the reason for not ';blooming';. For example: ';How can I be expected to amount to anything coming from this South Bronx stinkhole like I do?'; To someone like that, you might say, ';Hey, quit your whining. You have to bloom where you were planted.';
It's one of those things that depend on the person, some do better where they were born and raised while others can't sit still. It's a person specific comment.
