I wouldn't pinch the blooms off, I'd remove the suckers that appear at the ';V'; of a branch. This will reduce the amount of growth and allow the plant to devote more energy to the production of fruit. This is the reason a lot of tomato fertilizers are low in nitrogen. This prevents the plants from growing leggy with lots of foliage. I try to remove the suckers from most branches to allow a couple of main stems. The plant will fruit much better with larger and stronger (resist disease such as blight) tomatoes.

No. In fact if you do pinch them that will keep you from having the fruit grow there. It is a practice that diverts the plants energy to total growth rather than fruit production. So it depends on how large you want your plants to grow before they start to produce fruit.
